Friendly Reminder to License holders Regarding Reviewing and Stamping Design and Construction Documents prepared by Others:

In the last few weeks license holders have reported receiving an increased number of requests for proposals from out‐of‐province firms looking for individuals to review, complete, and stamp documents that are near completion for projects proposed for Newfoundland and Labrador. The Architects Act 2008 and its associated Regulations strictly prohibits any license holder from stamping drawings that have not been prepared under the license holder’s direct supervision; and prohibits stamping documents that have merely been reviewed by the license holder.

Most out‐of‐province architects and firms will also overlook the fact the Act also applies to the initial design of many types of projects, and not merely limited to the preparation of construction drawings for these projects.

Most documents in question will have been prepared by architects licensed in other jurisdictions and most of these firms and individuals are unaware of the streamlined process involved in getting licensed by the ALBNL as a result of the Reciprocity Agreement (Canadian) and the Inter‐Recognition Agreement (American). License holders are encouraged to point this out to out‐of‐province architects when they are merely looking for drawing reviews and stamps.

License holders are reminded that the improper stamping of documents and helping facilitate someone who provides architectural services when they didn’t hold a license is a contravention of the Act and Regulations. The Act, Regulations, and Code of Ethics describe both in a fair bit of detail and the ramifications for doing so.
